This is an appeal from the denial of a petition for injunctive relief, judicial review, and declaratory judgment by the district court, Lewis & Clark County. Appellants, Vita-Rich Dairy, Inc., Beatrice Foods Co., Clover Leaf Jersey Dairy, Inc., and James R. Hansen d/b/a Hansen’s All Star Dairy, were petitioners in the district court.
