This is an international trade case. It arises out of the Department of Commerce’s (“Commerce”) 2006/2007 administrative review of the antidumping duty order on magnesium metal from the Russian Federation. See Notice of Antidumping Duty Order: Magnesium Metal from the Russian Federation, 70 Fed. Reg. 19,-930 (Dep’t of Commerce Apr. 15, 2005) (“Antidumping Order”).
