In this insurance coverage dispute, the principal question presented by the parties’ cross-motions for summary judgment is whether the insurer — defendant Virginia Surety Company, Inc. (“Virginia Surety”) — has a duty to defend the insured— plaintiff Trammell Crow Residential Company (“Trammell Crow”) — in a lawsuit alleging that Trammell Crow discriminated against persons with disabilities.
