McDONALD, District Judge.
On March 11,1996, a hearing was conducted on plaintiffs’ Motion for Class Certification (Ct.Rec. 10). Plaintiffs were represented by Rebecca Smith of Columbia Legal *470Services; Ryan Edgley of Halverson & Applegate, P.S. appeared on behalf of defendants.
