OPINION

CONTRERAS, Judge.

This is a review of an award for permanent impairment, which also determined that a January 11, 1983 notice of claim status violated the retroactivity limit of an Industrial Commission rule.1 Three issues are presented: (1) whether reasonable evidence supports an October 14, 1982 stationary date; (2) whether the administrative law judge improperly imposed an automatic monetary penalty for the violation of Rule 18(A); and (3) whether Rule 18(A) exceeds the Industrial Commission’s rule-making authority.
