On October 8, 1912, the city council of Lancaster entered into a contract with, the Greer Filter Co. for the construction of a filter plant in connection with its water supply. The contract with the Greer Co. obligated it to construct a plant of one hundred thousand gallons daily capacity and place the same in operation for the sum of $2,250.00 within sixty days from the date of the contract.
