The United States, for the use of George W. Fordham (Fordham), doing business as Parkway Associates, brought this action against P. W. Parker, Inc. (Parker) and its surety, The Travelers Indemnity Company (Travelers), under the Miller Act, 40 U.S.C. § 270a, et seq., for monies owed Fordham by Parker’s subcontractor, George A. Pennington & Son, Inc.
