Tatiana Draganova petitions for review of an order by the Board of Immigration Appeals (BIA), which dismissed her appeal of a decision denying asylum and withholding of deportation. Draganova is a Bulgarian citizen who entered the United States in 1989 as a nonimmigrant visitor for pleasure, authorized to remain until March 2, 1990. The INS issued an order to show cause on April 28, 1993, placing Draganova under deportation proceedings on the ground that she had stayed beyond the time permitted by her visa.
