MEMORANDUM OPINION Patricia Broullire alleges she was struck and injured by a car driven by Peter Ingle, a staffer for Congressman Brendan Boyle. She also alleges that Ingle was distracted at the time of the accident by Congressman Boyle, who was sitting in the front passenger seat.
