McNEILLY, Justice.
Several matters concerning John B. Kennedy, a member of the Bar of the State of Delaware, are before the Court for decision.

The Board on Professional Responsibility (hereinafter “Board”), an agency of this Court created under Supreme Court Rule 62, has held hearings involving separate charges of professional misconduct against Kennedy and has filed four Final Reports stating findings of fact and conclusions of law.
