Under the Trade Agreements Act of 1979 (TAA), 19 U.S.C. §§ 2501-2581, the federal government is barred from purchasing products that do not originate from “designated countries.” See id. § 2512; 48 C.F.R. §§ 25.003, 52.225-5(a) (listing the designated countries). Appel-lee Govplace sold Hewlett-Packard (“HP”) products to the federal government. To determine whether the HP products originated from designated countries, Govplace relied on its distributor, Ingram Micro, which expressly certified that the HP products…
