Dear Representative Key:
I am writing in response to your request for my opinion on the following matter:
The acts creating the Arkansas Beef Council, the Arkansas Wheat Promotion Board, and the Arkansas Corn and Grain Sorghum Promotion Board include language stating that the entities shall be "domiciled in Little Rock, Arkansas, 10720 Kanis Road."
