Joslyn Manufacturing Company (“Joslyn”) filed this action for declaratory judgment seeking to enforce an insurance policy with Liberty Mutual Insurance Company (“Liberty”). The policy would obligate Liberty to defend and indemnify Joslyn against Louisiana Department of Environmental Quality (“DEQ”) Compliance Orders directing Joslyn to investigate and remediate environmental damage at Joslyn’s former wood treatment plant in Bossier City, Louisiana.
