Appellant, Stephen Perez, filed suit in the district court of Webb County, Texas, appealing a decision by the City of Laredo Firefighters’ and Police Officers’ Civil Service Commission (the Commission) to remove his name from the eligibility list for promotion to captain in the Laredo Police Department. Without reaching the merits of the appeal, the trial court granted a motion to dismiss for lack of jurisdiction.
