Plaintiff-appellant Rita Walsh brought this action claiming that defendant-appel-lee New York City Housing Authority’s (“NYCHA”) decision not to hire her as a bricklayer was sex-based and thus violated Title VII, the New York State Human Rights Law (“NYSHRL”), and the New York City Human Rights Law (“NYCHRL”).
