—Order unanimously modified on the law and as modified affirmed without costs in accordance with the following Memorandum: In 1984 the New York State Office of General Services requested bids for the rehabilitation of Sheldon Hall, located at the State University of New York-Oswego campus. Claimant, as the successful bidder, executed a development agreement and a lease agreement for the property.
