Appeal from an order of the Court of Claims (Collins, J.), entered October 3, 2003, which granted defendant’s *760motion to dismiss the claim for lack of subject matter jurisdiction.

Claimant unsuccessfully applied for federal grant money to recover for losses she allegedly incurred as an Orange County onion farmer between crop years 1996 and 2000.
