The Protective Motor Service Company complained to The Public Service Commission that the appellant here, Brink’s Express Company (now known as Brink’s, Incorporated), was operating armored motor trucks as a common carrier of money, securities and other valuables within the vicinity of Philadelphia, without having secured a certificate of public convenience authorizing it to engage in this business.
