The issue in this case is whether an aggrieved property owner may appeal a zoning commission’s administrative decision directly to the Superior Court or must first appeal to the zoning board of appeals. The plaintiff, Margaret Conto, appealed from the issuance by the defendant zoning commission of the town of Washington of a permit authorizing conversion by the defendant Nikolaos Tsetsos of a neighboring building to a pizza restaurant. The trial court dismissed the plaintiff’s action for lack of jurisdiction, and the plaintiff appeals from that dismissal.
