I. PROCEDURAL HISTORY

On March 10, 2000, Dr. Anthony Tsarbo-poulos (“Dr.Tsarbopoulos”) commenced this action by filing a Petition under the Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11670, 1343 U.N.T.S. 89 (the “Hague Convention”); 42 U.S.C. § 11601 et. seq. to which both the United States and Greece are signatories. (Ct. Rec.l).
