This is an appeal from an order of the Vermont Environmental Board (Board) asserting Act 250 jurisdiction, pursuant to Environmental Board Rule 2(A)(6), over the subdivision of the applicants’ properties and the construction of a road for access to those properties. We affirm.
On July 9, 1975, applicants Spencer and Vargas purchased a 110-acre tract of land located in Mendon, Vermont. On February 2, 1982, they conveyed seventeen acres of this tract to applicant Ryan, along with a right of way connecting to a town highway through property owned by Spencer and Vargas.
