Tony Sloan and the Yakima Police and Fire Civil Service Commission (Commission) appeal a writ of prohibition restraining review of a letter of reprimand issued to Mr. Sloan from the City Manager of Yakima.

Mr. Sloan, A Yakima fire inspector, sought review by the Commission of his letter of reprimand. The basis for the reprimand is not before us. The disciplinary letter, as noted by the court's memorandum opinion, has the effect of avoiding Mr. Sloan's promotional eligibility.
