David B. Weber is forty-nine years of age, a resident of Madison, Wisconsin, and has practiced law in this state since his graduation from the University of Wisconsin Law School in 1950. He is married and has two children.

The scope of the inquiry and the nature of the misconduct are best described by reviewing each charge and the referee’s findings thereon.
