Relator had attained the status of permanent teacher in the public schools of St. Paul, entitled to the benefits of the teachers tenure act, 1 Mason Minn; St. 1927, §§ 2935-1 to 2935-14, when, on September 5, 1939, the superintendent of schools of that city filed a written complaint with respondent, the commissioner of education, charging relator with inefficiency in teaching and in the management of her school classes.
