Velma Jean Moulder was employed by the Bartow County Board of Education (“Local Board”) as an elementary school teacher. Shortly after the Local Board offered to renew Moulder’s employment, the Superintendent of the Bartow County School System (“Local Superintendent”) informed her that he was proposing termination of her contract. Following a hearing, the Local Board voted to terminate Moulder.
