Plaintiffs Leonie Pederson and Helen Pederson are the owners of approximately 18 acres of land situated on the west side of Jefferson Avenue in the Township of Harrison, a municipal corporation. Plaintiff Gronick, a real estate developer, holds a tentative purchase agreement on the Pedersons’ land, which agreement was made contingent upon a resolution of this litigation in plaintiffs’ favor. The property at issue is zoned “one-family residential”. Plaintiffs sought to have the property rezoned “multiple-family residential”.
