MEMORANDUM OPINION

ROBERTS, District Judge.

Plaintiffs bring this action challenging the decision of the Federal Election Commission (“FEC”) to dismiss plaintiffs’ administrative complaint which alleged that the Commission on Presidential Debates (“CPD”) is violating FEC regulations governing debate-staging organizations. The parties have cross-moved for summary judgment. The FEC contends (1) that plaintiffs lack standing to bring this suit, and (2) even if plaintiffs do have standing, the FEC’s dismissal of their complaint was not contrary to law.
