SHEPHERD, Circuit Judge.

Appellant Ronald John Calzone seeks a permanent injunction against the Missouri Ethics Commission (the " Commission ") to prevent the Commission from enforcing against him Mo. Rev. Stat. §§ 105.470 , 105.473 (together the " Missouri Statutes "), 2 which he claims violate his First Amendment right to freedom of speech. We disagree and affirm the district court's 3 denial of the permanent injunction.
