Plaintiff-Appellee Metropolitan Board of Public Education (“Metro Board”) filed suit against the Defendant-Appellant Joel Guest, by and through his parents, Sara and Bob Guest (“the Guests”) to reverse the January 24,1997 order of the Administrative Law Judge (“ALJ”) in a due process hearing authorized by the Individuals with Disabilities Education Act (“IDEA” or “the Act”), 20 U.S.C. § 1400, et seq.1 The Guests had initiated the due process hearing to oppose the Individualized Education Program (“IEP”) proposed by the Metro Board for Joel for the 1996-1997 school…
