On April 8, 1960, the State awarded the general contract for a highway improvement project denominated Interstate Route Connection 512-Gowanus Expressway, to respondents Fehlhaber Corporation and Terry Contracting, Inc., as joint venturers known as Fehlhaber-Terry.
