I dissent from the opinion and judgment in this case and will state briefly my reasons therefor: Where it is contended that a State having once entered into a contract has by subsequent legislation impaired its obligations, this court, while exercising its'independent judgment in respect to the-terms of the contract and the fact of impairment, will lean to the views announced by the courts of that State.
