These cases are substantially similar to those of Santa Clara County v. The Southern Pacific Railroad Company, and the other cases decided at the same time, and reported in 118 U. S. 394. It' will be unnecessary, therefore, to set out many provisions of the Constitution and laws of the United States and of California which are involved in the present cases in common with those referred to.
