Pending before the Court is the Emergency Motion for Stay Pending Appeal of Order Approving Procedures for the Licensing of Telecast Rights (“Stay Motion” or “Mot.”) (D.I. 1)1 filed by Fox Sports Net West 2, LLC d/b/a FSN Prime Ticket (“Fox” or “Prime Ticket” or “Appellant”). After receiving briefing, the Court heard oral argument on the Stay Motion on December 22, 2011.
