The fourteen actions were brought under the Emergency Rent Laws. The parties stipulated to consolidate them in a single *567appeal. The premises in question comprise two elevator apartment buildings covering the entire block fronting Riverside Drive between One Hundred and Forty-first and One Hundred and Forty-second streets, and contain 176 apartments consisting of four rooms and bath; five rooms and one and two baths; six rooms and two baths; and seven rooms and three baths.
