In 1998, the City of Harrisonville (“City”) annexed some territory within the boundaries of Public Water Supply District No. 9 (‘Water District”) in Cass County. Both the City and the Water District wished to serve the land in question with water. The City brought an action in 2001 to detach the land from the boundaries of the Water District so that the City could provide water service to the area.
