PRICE, Judge.

In this class action brought by plaintiff on behalf of all teachers in the elementary and secondary schools of the Monroe City School system, a declaratory judgment is sought to determine the legality of the payment of the employer’s contribution to the Louisiana Teachers’ Retirement System from the proceeds of sales tax revenues authorized by a special election to provide funds to supplement teacher salaries.
