Craig Stafford (Claimant) petitions for review of an adjudication of the Workers’ Compensation Appeal Board (Board) that affirmed a decision by a Workers’ Compensation Judge (WCJ) that he lacked jurisdiction to hear Claimant’s appeal of a utilization review determination.
