This is the third round of an apparently endless legal battle over the allocation of funds to private and public schools in Kansas City, Missouri, under Title I of the Elementary and Secondary Education Act of 1965, 20 U.S.C. § 241a et seq. (1972). 1 Title I provides federal funding for special programs for educationally deprived children in both public and private schools. 2 This litigation was begun on behalf of parochial school students eligible for Title I benefits.
