Plaintiff Joyce H. Stachel (“Stachel”) brings the instant action against defendants James F. Watson (“Watson”) and Donald W. Eggert (“Eggert”) alleging violations of her rights under the First, Fourth, and Fourteenth Amendments to the United States Constitution pursuant to 42 U.S.C. § 1983 (“ § 1983”).
