11 This matter comes before the court on the recommendation of the Judiciary Commission of Louisiana (Commission), pursu*8ant to La. Const, art. V, § 25(C), that Herbert G. Williams, Jr., a Justice of the Peace for the Parish of Plaquemines, Ward 2, State of Louisiana (JP Williams), be publicly censured and ordered to reimburse the costs incurred in the Commission’s investigation and prosecution of this case.
