MEMORANDUM

OBERDORFER, District Judge.

Plaintiffs are trustees for the beneficial owners of a property in downtown Washington that was improved in 1922 by the erection of a combination theater and office building known as the Warner Building. Defendants are, in addition to the Mayor of the District of Columbia, the Joint Committee on Landmarks of the National Capital (“Joint Committee”), and the District of Columbia Historic Preservation Review Board (“Review Board” or “Board”).
