County brings the instant appeal challenging a decision of the Arkansas County Chancery Court granting Desha County’s and Arkansas Electric Cooperative Corporation’s motion to dismiss. At issue is whether the Arkansas Public Service Commission has jurisdiction to resolve a county boundary dispute arising from a change in the course of the Arkansas River.
