John L. Bell, J.

On September 27,1990, claimant and his spouse were returning to the United States from a trip to Montreal, Canada. They were stopped by a Federal customs inspector at the Champlain Port of Entry, located on Interstate 87 in the Town of Champlain, Clinton County. Claimant was instructed to a secondary inspection area, where he exited his vehicle and was asked a series of questions.
