CRAMER, Justice.

This is an appeal from the denial of a temporary injunction. The 23 appellants filed this suit against appellees Cothrum & Company, hereinafter referred to as Coth-rum, and the City of Dallas, hereinafter referred to as the City, seeking injunctive relief against Cothrum to prohibit it from constructing an apartment housing project on a 22-acre tract of land bounded by Hatcher Street, Casson Lane, Vannerson Street, and Roberts Street, as well as some other private property; but all within the City of Dallas.
