LEAVY, Circuit Judge:
This is an appeal from a grant of summary judgment in favor of the United States. We hold that the district court had jurisdiction under 31 U.S.C. § 3556 (Supp. Ill 1985), and that plaintiff Waste Manage*1395ment lacked standing to bring this action. Accordingly, we affirm.
FACTS AND PROCEEDINGS
The facts are not in dispute. The El Toro Marine Corps Air Base (Base) is located in Orange County, California. It occupies 4,800 acres of land and has over 13,500 military residents.
