The United States appeals the district court’s judgment awarding damages under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671-2680 (1982), for dog-bite wounds sustained by Matthew Durran, age eleven, while residing on a military base. The district court held the Government liable for the negligence of a servicemember, TSgt.
