This litigation arises out of a controversy between two developers over the right to build a shopping center in the Town of Webster, Monroe County. The developers sought to construct large shopping malls on parcels of nearly 100 acres each, located within one-half mile of each other. The developers — Webster Associates and Expressway Associates — both applied in 1979 for the necessary rezoning of their respective sites.
