MEMORANDUM AND ORDER

LUNGSTRUM, District Judge.

Plaintiff Diversified Educational Training and Manufacturing Company, Inc. (“DETAMC”), a privately owned Kansas corporation which provides manufacturing and educational training services, is owned and operated by Pam and George Johnson, who are both African-American. DE-TAMC brings this action alleging that defendant City of Wichita (“the City”) racially discriminated against it in violation of 42 U.S.C. § 1981, through 42 U.S.C. § 1983.
