Mandamus. The petitioner, Mrs. I. L. Huff, commenced this action against the State Election Board to determine her right to have her name placed upon the official primary election ballot as “Mrs. I. L. Huff,” as a candidate for the office of Commissioner of Charities and Corrections. Petitioner filed her notification and declaration in form as provided in section 1, chapter 62, S. L. 1933. There is a clause in that instrument reading as follows:

“For the purpose of having my name placed on the official primary election ballot as a candidate for nomination by the ______________ (name of party)…
