The plaintiff is the First Justice of the District Court Department, Roxbury Division. On March 8, 1979, he filed a complaint in the Supreme Judicial Court for the county of Suffolk against the members of the Commission on Judicial Conduct (commission), which is established pursuant to G. L. c. 211C, § 1. He seeks, under G. L. c. 231A, a determination that a purported complaint (complaint) against him filed with the commission did not comply with the requirements of G.
